This Section deals with the following:

 

  1. Payment of pay & allowances to civilian officials of the under-mentioned organisations which are booked to civil estimates of Ministry of Defence:
    • Ministry of Defence.
    • Ministry of Defence (Finance)
    • Armed Forces Tribunal, New Delhi.
       
  2. Audit & payment of medical claims, TA & DA/ LTC claims, GPF claims, telephone bills and all contingent expenditure of these organisations.
  3. Payment and recovery of advances to the concerned individuals.
  4. Maintenance and monitoring of accounts and suspense heads for AO DAD (MOD, Civil), adjustment of inward and outward settlements.
  5. Payment of retirement benefits including issue of Pension Payment Order (PPO), payment of gratuity, commuted pension after audit of service books and revision of pension in r/o all retirees from MoD/MoD(Fin).


Frequently Asked Questions (FAQs):

Q. Can outstation cheques be issued by PAO?

Ans
. No, Since PAO has only bank A/c with RBI, New Delhi, cheques on other treasuries can not be issued. 

Q. What is the validity of Government cheque?

Ans
. RBI cheque is valid for three months from the date of issue.

Q. What is the process of payment of pension?

Ans
.Pension is not paid by the PAO section, Pension is only authorized by this section. The process of authorization of pension is as below :-

              All the documents related to Pension alongwith Service Book of retiree of MoD Civil are received in this office. After auditing all the documents, PAO section authorizes the retirement benefits and generates the PPOs. The PPOs. are being issued to CPAO (Central Pension Accounts Office). After verification, the CPAO issues an SSA (Special Seal Authority) against this office PPO and sent to concerned bank for payment of pension to the retiree.

Q. Whether air tickets can be booked through private agents on TA/DA/LTC

Ans
. No, as per para 3(viii) of MOF, Dept. of Exp. OM No. 19024/1/E-IV/2005 dated 24.3.06 wherever officer seeks to utilize the service of travel agents, it should be limited to M/s Balmer Lawrie & Co. and M/s Ashoka Tours & Travels.

Q. Whether the services of other Air lines can be availed during TA/DA/LTC, where the stations not connected by Air India.

Ans
. No.  For travel to stations not connected by Air India the officials may travel by Air India to the point closest to there eventual destination, beyond which they may utilize the services of another airlines.

Q. If the officers on deputation to MoD/MoD (Fin) have the option to maintain their GPF A/c with parent deptt.

Ans
. Yes. In that case PAO will issue cheque in favour of their parent department and will forward deduction schedules received from MoD/MoD (Fin) alongwith pay bills.

Q. How the pension contribution of the new entrants joined service on or after 1.1.04 is accounted for?

Ans
.PAO issues consolidated cheque for the amount deducted towards NPS and also Govt. contribution in favour of the Trustee Bank after uploading their details (e.g. PRAN No., contribution for the month based on Salary etc.) to the NSDL website.
