General Information

Payment against various contracts under revenue and capital heads for procurement of goods and services from foreign countries is made by this office. The procurement may belong to any of the Services including Indian Army, Air Force, Navy, Coast Guard, Border Roads Organisation etc. In some cases, the part payment is made to indigenous firms/agents also. It also includes cases of Government to Government contracts concluded with US government. This office is included in financial aspects of post contract management.

Payments against these contracts in the form of Advances, deferred instalments and final payments or interest due, are made by the PCDA, New Delhi on the authority of letter issued by the Ministry of Defence or Services HQrs. as the case may be in consultation with the Ministry of Defence (Finance Division)/ respective IFA. Generally, payments to foreign firms are made through two Modes:

  • Letter of Credit (LC).
  • Direct Bank Transfer (DBT).

At present, the Ministry has authorised four public sector banks to deal with such transactions:

  • Bank of Baroda
  • Canara Bank
  • State Bank of India
  • Syndicate Bank
